District of Columbia Paid Family Leave Program
The District of Columbia Universal Paid Leave Act (UPLA) of 2016 requires virtually all employers to fund paid family and medical leave for employees through an increase in payroll taxes. The Paid Family Leave (PFL) Program is administered by the DC Office of Paid Family leave (OPFL) within the Department of Employment Services (DOES).
